The County of Oswego Council on Alcoholism & Addictions (COCOAA) offers a full range of family-oriented services to those affected by chemical dependency, as well as assistance to community professionals working with individuals who are addicted. The outpatient treatment program is certified by the New York State Office of Alcoholism and Substance Abuse Services, and accepts health insurance and Medicaid. Naturally, confidentiality and caring are the cornerstones of all services we provide.
Penny Greene - Executive Director
Penny has worked in the fields of substance abuse assessment and treatment, mental health counseling, and case management for over 20 years. She has also worked as an Adjunct Instructor atSUNY Oswego along with counseling/psychological services where she taught Expressive Therapies to graduate and undergraduate students. Penny has provided program leadership and development in her previous positions as Clinic Manager for Citizen Advocates in Saranac Lake NY, Associate Director of Client Services for Hudson Valley Community Services in Newburgh NY, and as Health Home CareManagement Clinical Supervisor for Catholic Charities in Fulton NY, Penny holds a Bachelor degree in Psychology and a Masters Degree in Human Services and Community Counseling from SUNY Oswego. She is a NYS Licensed Mental Health Counselor and a National Certified Counselor (NBCC).
Debra Ritskes - Administrative Assistant
Debra supervises business accounts, third party insurance and Medicaid billing. Debra has been with COCOAA since 1989. She earned her Associates degree from Bryant & Stratton Business Institute.
