The County of Oswego Council on Alcoholism & Addictions (COCOAA) offers a full range of family-oriented services to those affected by chemical dependency, as well as assistance to community professionals working with individuals who are addicted. The outpatient treatment program is certified by the New York State Office of Alcoholism and Substance Abuse Services, and accepts health insurance and Medicaid. Naturally, confidentiality and caring are the cornerstones of all services we provide.
Penny is currently the interim Executive Director. She has worked in the fields of substance abuse assessment and treatment, mental health counseling, and case management for over 20 years. She has also worked as an Adjunct Instructor atSUNY Oswego along with counseling/psychological services where she taught Expressive Therapies to graduate and undergraduate students. Penny has provided program leadership and development in her previous positions as Clinic Manager for Citizen Advocates in Saranac Lake NY, Associate Director of Client Services for Hudson Valley Community Services in Newburgh NY, and as Health Home CareManagement Clinical Supervisor for Catholic Charities in Fulton NY, Penny holds a Bachelor degree in Psychology and a Masters Degree in Human Services and CommunityCounseling from SUNY Oswego. She is a NYS Licensed Mental Health Counselor and a National Certified Counselor (NBCC).
Karyn Grow is the Prevention Services Director for COCOAA’s Alcohol, Substance Abuse and Gambling Prevention Programs. She has been with COCOAA since 2000, providing a variety of agency services including chemical dependency treatment, coordination of information and referral services, and prevention program leadership and development. Her previous work experience included counselor positions at adolescent residential treatment centers including George Junior Republic and NYS Division For Youth at Auburn from 1984 to 1992, Alcohol and Substance Abuse Treatment Counseling at the NYS Department Of Correctional Services from 1992 to 1999 and Counseling and Behavior Management Services for the Oswego County Sheriff’s Department of Corrections from 1999 to 2000. Karyn holds an Associate’s Degree in Human Services from Tompkins Cortland Community College and has completed the Alcoholism and Drug Addiction Counseling Certificate Program at Syracuse University as well as the NYS Council on Problem Gambling Treatment of Compulsive Gambling curriculum. Karyn is a Credentialed Alcoholism and Substance Abuse Counselor (CASAC-G)
Debra Ritskes is the Administrative Assistant for COCOAA, supervising business accounts, third party insurance and Medicaid billing. Debra has been with COCOAA since 1989. She earned her Associates degree from Bryant & Stratton Business Institute.
